ORDER OF REFERENCE. Extract from the Journals of the House of Representatives. Friday, the 2nd Day of August, 1912. Ordered, " That Standing Order No. 219 be suspended, and that a Native Affairs Committee be appointed, consisting of fourteen members, to consider all petitions, reports, returns, and other documents relating to affairs especially affecting the Native race that may be brought before the House this session, and from time to time to report thereon to the House ; with power to call for persons and papers ; three to be a quorum : the Committee to consist of Mr. Bell, Hon. The Native Affairs Committee has the honour to report that at the final meeting of the Committee, held yesterday afternoon, the following resolution was passed unanimously : — " That the Committee desires to place on record its appreciation of the ability, courtesy, and tact displayed by the Chairman, Mr. J. A. Young, at the meetings of the Committee ; that this resolution be entered on the minutes and reported to the House." 6th November, 1912.

Special Report. I have the honour to report that at the final meeting of the Native Affairs Committee, held yesterday afternoon, the following resolution was passed unanimously : — " That this Committee desires to place on record its appreciation of the excellent work don s by the Clerk, Mr. H. W. Harris, who has been most punctilious and painstaking in attending to his duties ; his knowledge and ability have been of the greatest assistance to the Committee, and the Committee recommends that he be given a permanent appointment on the staff of the Legislative Department. That this recommendation be reported to the House and referred to the Government for favourable consideration." 6th November, 1912.

Final Report. I have the honour to report that the Native Affairs Committee held its final meeting yesterday afternoon. During the session the Committee held 48 meetings, and had an average attendance of 9-75. Including 25 brought forward from last session, the Committee had before it 125 petitions. Of these, 89 were considered and reported upon, and the remaining 36 are held over until next session. Upon 34 the CoTnmittee reported favourably, and upon 55 it had no recommendation to make. The following Bills were referred to the Committee, were duly considered, and reported upon ; East Coast Native Trust Lands Amendment; Kaiapoi Reserve ; Native Land Amendment; Ellesmere Lands Drainage Amendment; and Orakei Model Suburb. Including one brought forward from last session, the Committee had referred to it 9 parliamentary papers, which were duly considered and reported upon. The total number of reports submitted to the House was 92. 6th November, 1912.
