"4. British subjects who wish to proceed to Switzerland to take up employment are required to obtain in advance, through the competent Swiss diplomatic or consular representative, or through their future employer, an 4 Assurance de Foctroi d'une autorisation de sejour' stating that they will be authorized to take employment in Switzerland. " 5. Swiss citizens who wish to proceed to New Zealand, New Zealand Island Territories or the Trust Territory of Western Samoa, with a view to residing there permanently, are required to obtain, in advance, through the competent authorities, permits to enter New Zealand, New Zealand Island Territories or the Trust Territory of Western Samoa. " 6. As regards travel by Swiss citizens to New Zealand Island Territories and the Trust Territory of Western Samoa, visas will not be required, but it will be necessary for travellers to comply with the laws and regulations concerning the entry, residence (temporary or permanent) and employment or occupation of foreigners in the Island Territories or the Trust Territory of Western Samoa, as the case may be. Travellers who are unable to satisfy the Immigration authorities that they comply with these laws and regulations are liable to be refused leave to enter or land. "7. The foregoing provisions shall also apply, mutatis mutandis, to the citizens of the Principality of Liechtenstein and to British subjects travelling to the Principality." If the Swiss Government are prepared to accept the foregoing provisions, I have the honour to suggest that this note and your reply in similar terms should be regarded as constituting an Agreement which will become effective on 1 August 1948.
