Provided that in cases where ratings are discharged invalided or otherwise in the interests of the service before the expiration of the period for which they engaged or re-engaged to serve, the Naval Authority may, where it appears desirable, approve of payment of deferred pay being made to such rating on discharge. (A.) Deferred pay shall not be credited in any of the following circum stances :— (i.) During imprisonment or detention (either summarily or by Courtmartial) ; (ii.) Imprisonment after conviction by Civil power : (iii.) Confinement in cells ; (iv.) Sick-leave granted without paw In every case where active pay is drawn deferred pay shall he credited. Mulcts for leave-breaking or deductions <>n account of being in the 2nd Class for conduct and sick-leave granted <m reduced pay shall not affect deferred pay. (i.) Save in the case of men lent from the Royal Navy, deferred pay shall in no case be granted to any man until he has been enrolled in the Royal Naval Reserve on discharge as prescribed by the Regulations. VICTUALLING AND CLOTHING. 4. The system of victualling and clothing will for the present be the same as obtains in the Royal Navy. The prices to be charged are subject to variation, and will be such as shall be prescribed from time to time by the Naval Authority. STATIONERY ALLOWANCES. 5. Stationery allowances, subject to the conditions set out in Article 1369 of the King's Regulations, so far as applicable, may be paid as follows :— li r Ann urn. The Accountant Officer may pay himself, on commissioning, twelve months' advance of the stationery allowance, and afterwards, at the commencement of each quarter, a quarter's allowance, at the rates laid down in this regulation. The Accountant Officer shall provide from this allowance the stationery required in the performance of the public duties of the Captain and of the heads of departments of the ship, for binding the ship's books, and also for any supplies that may be necessary for tenders. On- being superseded he is to hand over to his successor the proper proportion of the advance in respect of the unexpired period, or articles in kind equivalent in value thereto ; the succeeding Accountant Officer, on the other hand, is to reimburse his predecessor for whatever necessary outlays on the above heads be has made which are not covered by the allowance already drawn. In every ship not supplied with stationery in kind, in which a Naval Schoolmaster is borne or a competent person detailed to perform the duties of Schoolmaster, expenditure within the following limits may be approved by the Commanding Officer for the purpose of supplying slates, paper, and school necessaries for the use of the men and boys attending the school, and for supplying the requirements of the Schoolmaster :— Ships with complements exceeding 600—£4 on commissioning, and £1 for each subsequent quarter ; Ships with complements, 201 to 600—£3 on commissioning, and 15s. for each subsequent quarter ; Ships with complements not exceeding 200—£2 on commissioning, and 10s. for each subsequent quarter.
