11th October, 1948. The Right Hon. the Minister for Maori Affairs, Wellington. Sir, — We report that we have completed the audit of the accounts of the East Coast Maori Trust lands for the year ended 30th June, 1948, and attach a set of the accounts. We have the following comments to make : Freehold Property.—We have not inspected the title deeds relative to the properties of the Trust, but have accepted certificates from the mortgagees —namely, the State Advances Corporation—that they are holding certain documents as security for advances. The solicitors to the Trust and the Bank of New South Wales, G-isborne, have certified that they are holding on behalf of the East Coast Commissioner the documents relating to the properties of the Trust which are not subject to mortgage. The value of the freehold property has been reduced by £420 10s. owing to the sale of land on Maraetaha 2, Sections 3 and 6, for the purpose of a waterworks, and on Maraetaha 2a, Section 3, for a roadman's cottage. Live-stock on Stations.—We have accepted the numbers and values of live-stock on stations as at 30th June, 1948, as certified by the Farm-managers and Mr. H. Symes, the Farm Supervisor. We would point out, however, that in connection with Pohaturoa Station the Farm Supervisor has not certified the return, owing to the shortages disclosed, but intends to make a physical check in the near future. Station Improvements.—ln order that the stations will be on a uniform basis, we again express the opinion that a valuation of the improvements on all stations should be made and the necessary adjustments recorded in the accounts. Distributions.—We have verified all payments made to beneficiaries during the year ended 30th June, 1948. General Reserve.—ln accordance with the provisions of section 50 (1) of the Maori Purposes Act, 1947, all the major adjustments have been made, but there are other items still to be dealt with which will be incorporated in the accounts for the year ended 30th June, 1949. The balance of £30,027 19s. sd. includes an amount of £3,303 3s. 4d. added to the reserve for the current year. Additional Accounts. —Attached to the accounts for the current year are the following additional stations : Marewa Station. Mapou Station. Tapere Station. Marewa Station : Compensation paid in connection with this property amounted to £15,554 os. 6d. In order to stock the station, large sums have been expended on sheep and cattle, and in view of the standard values obtaining in the Trust, the amount involved in writing down the live-stock to standard values is considerable. Ma-pou Station : Compensation paid amounted to £8,683 9s. 6d. The adjustment of live-stock to standard values is quite considerable. Tapere Station: This incorporates the accounts previously shown as Tahora Suspense, which included the amount of compensation paid to Hutchinson, referred to in our report of 13th November, 1947. Here also the adjustment of live-stock to standard values is quite considerable. Statement Showing the Position of the Various Blocks.—Muriwai Accounts: With the exception of the Muriwai Boat Account, all the other accounts mentioned in our report of the 13th November, 1947, have been transferred to Maraetaha 2, Sections 3 and 6, Kopua, and Pakowhai.

Tolaga Bay Account: The Marae Account now stands at £BOB 7s. 7d. and will, we understand, when completed, be transferred to the following blocks : Mangaheia 2d, Paremata 3, and Paremata 64. The Potato Crop Account, which now amounts to £7B lis. 3d., should, in our opinion, also be transferred to the blocks concerned. The Paremata Hall Account, which appeared in the statement showing the position of the various blocks at the 30th June, 1947, has now been transferred to the following blocks : Iwinui, Paremata 64, and Mangaheia 2d. Unadjusted Expenditure, Oliver Tractor Account.—This account shows in the Balance-sheet at £1,530 6s. 3d., and there is a further sum of £246 2s. outstanding which will probably not be collected. As all the plant has now been disposed of, we are of the opinion that consideration should be given to the liquidation of this account. Station Accounts.—ln the accounts for the year ended 30th June, 1947, the stations on Mangaheia 2d—namely, Waipuna and Paroa—have now been absorbed in one account as Paroa Station. During the year ended 30th June, 1947, operations were commenced on the Tukemokihi and Paparatu Stations, and the area farmed, including that of Pohaturoa and Mahurangi Stations, has created a rearrangement of the farming areas, with the result that the various stations referred to now operate on more than one block. A similar position arises in connection with the Tapere and Marewa Stations on the Tahora Blocks, which commenced operations during the year under review. It will be necessary to adjust equitably the rights of the respective interests involved, and we understand that the East Coast Commissioner is taking the necessary steps to do this. In order that you may understand the position, we attach to this report a schedule showing the stations involved and the area of the respective blocks concerned. Subject to the foregoing remarks, we certify that, to the best of our knowledge and belief, the accounts signed by us are correct.
