MILITARY LEAVE CANCELLED (United Press Assn.—Elec. Tel. Copyright) HANOI, Sept. 4 All French military leave has been cancelled and all railway traffic in Indo-China has been suspended. A Japanese destroyer is at Haiphong, supposedly to pick up Japanese in the event of an emergency. The Franco-Japanese negotiations for the passage of Japanese troops through Indo-China have been resumed at the request of the Japanese. The China Mail reports that General Decoux, Governor of Indo-China, assured Marshal Chiang Kai-shek that he would never allow Japanese troops through Indo-China. The paper says that Haiphong is active in defence preparations.
