RUMANIA AND BULGARIA ■INTERRUPTION OF TALKS ATTITUDE OF SOVIET (United Press Assn.—Elec. Tel. Copyrlg-nt) LONDON, August 17 It is understood in Bucharest that, after further negotiations between the Rumanian anad Bulgarian delegations on the Dobruja issue, the Rumanian Government has agreed to cede the areas of Silistra and Balcic to Bulgaria. According to an earlier message from Bucharest, the Bulgarian and Rumanian talks were interrupted. Russia was reported to be urging Bulgaria to proceed quietly and to collaborate with the Soviet. Negotiations between Hungary and Rumania over the Transylvanian dispute were opened on Friday morning, but were broken off after 30 minutes because the Rumanians wished to consult their Government, says a message from Budapest. The Hungarian spokesman said Hungary had presented a plan for Transylvania radically different from anything hitherto suggested, for which an adjournment was necessary.
