The position of Latvia and Estonia are full of menace In the near future. Many foreign residents in Latvia already are preparing to leave.
Tt appears probable that the incident of the escape from Tallinn of the Polish submarine, which attracted
indignant attention in Germany and Russia may be exploited for strengthening their naval control in nort.hBaltic waters under the pretext that the small States are failing to observe strict neutrality. Authoritative Russian circles already have charged Estonia with “official nonchalance.” Estonia fears that Russia will enforce the threat to saibject neutral shipping in the Baltic to the strictest surveillance. Reports that several units of the Soviet Navy have been seen off Tallinn have alarmed the Estonian Government, and no vessels were permitted to leave Estonian ports. (Received Sept. 21, 3 p.m.) HELSINGFORS, Sept. 20 Finnish coastguards sighted four Soviet destroyers steaming westward, thus increasing the uneasiness over the fate of Latvia and Estonia. Soviet troops are moving towards the Finnish frontier.
