DECISION Of JAPAN (United Press Assn.— Eire. Tel. Copyright) TOKIO, Sept. 13 A change in Government policy has been made whereby Generai Abe is the Cabinet's sole contact with Ihe Emperor. The war and navy ministers are restricted to consulting the Throne only on matters of defence, indicating ‘he elimination of the meddling which has complicated foreign problems. Coincidentally the Government has emphasised its intention to concentrate on a settlement of the Chinese war and ypaintain an independent foreign policy.
