MUST NOT BE ENCOURAGED WARNING TO TRADE COUNCIL* A NECESSARY REMINDER (Official Wireless.) RUGBY. Aug. 23 The report of the general council of the Trades Union Congress, which is to be submitted to the 69th annual congress at Norwich next month. Includes & reference to the subject of trade councils and unofficial strikes. The report says the general council regrets that It is necessary to remind trade councils that as official representatives of the trades unions' policy in their districts they must not actively encourage unofficial strikes in those cases where the union or unions concerned had definitely refused to recognise them. Trade councils. It is added, have been informed that the authority of the executive committee of the Trades Union Congress over its branches and members must be recognised by the trade councils, ami that no steps whatever should be initiated or supported by any trade council which would in any way tend to uudermine that authority.
