PALESTINE PLAN.
PARTITION UNACCEPTABLE. JEWISH 'CONGRESS’S ATTITUDE. United Press Assn.— Elec. Tel. Copyright. (Received August 5, 12.30 p.m.) ZURICH, August 4. The present Palestine plan was declared unacceptable toy Dr. C. Weizmann, President of the Jewish Agency for Palestine, at the Zionist Congress, in announcing that a resolution would be introduced empowering the executive to negotiate with the British Government only provided the project enabled the Jews in Palestine to live their own independent national lives and helped to solve the Jewish problems in different countries. At the opening of the Congress Dr. Weizmann appealed to the delegates not to reject the plan entirely, saying that to do so would be unwise when tlie world, for the first time, is discussing such a term as a “ Jewish State."
