REARMAMENT PROGRAMME BIG INCREASE IN 1938. PEACE-TIME RECORD REACHED. United P r sss Assn.—Elec. Tel. Copyright (Received August 5, 11.45 a.m.) LONDON, August 4. Mr H. Bywater, in the Daily Telegraph, expects that the 1938 naval rearmament programme will probably be equal to the extensive building In 1937, when 664,000 tons were being .constructed, believed to be a peacetime record. He adds that well-informed circles anticipate that in 1938 three to five further battleships, six or seven cruisers, and a proportionate quota of destroyers, submarines and smaller craft will be constructed; also that there will be another increase in personnel of at least 125,000, Including the manning of a largely-increased fleet air arm, in which during the next four years aircraft borne by carriers and catapult-ships will rise from 230 to 550.
