The Zurich correspondent of the Times states that the Zionist Congress, attended by 450 delegates from 50 countries, will be opened to-day, the chief issue being the Royal Commission’s plan for the partition of Palestine, on which keen and even violent i discussions are expected. Dr. C. Weizmann, president of the Jewish Agency for Palestine, has publicly appealed to the delegates not to reject the plan entirely, saying that to do so would be unwise when the world, for the first time, is discussing such a term as a “ Jewish State.” Preliminary conferences of various groups of delegates indicate that 4 the Congress will reject the plan in its present form.
