INVALID REGULATIONS. FEDERAL BANKRUPTCY ACT. SPECIAL LEGISLATION NEEDED. United Press Assn.—Elec. Tel.—Copyright, (Received March 22, 11.45 a.m.) MELBOURNE, March 22. A sensation has been caused in legal circles by the discovery that the regulations under the Federal Bankruptcy Act which was passed last year are invalid because they were not tabled in Parliament. The effect on a large volume of the proceedings already taken under the regulations may lead to much trouble. A special bill must be passed to remedy the position.
