Develle, senator, takes tie portfolio of Foreign Affairs, and M, Lorzollan becomes Minister for War. M. Floquet also retiring. M. Perrier, Deputy for Savoy, has been electod President of the Chamber, in his place. The Journal do Debats approves of the action of M. Ribot. Premier, in breaking thobond attacbing the Minis* try to the Radical party. There is no proof that 11. Freycinet was implicated in the Panama Canal frauds, but as the Minister for War he was moro popular with the army than President Carnot or M. Ribot liked.
M. Gervaiso has declined to accept the portfolio of Minister of Marine in the French Ministry, A manifesto, issued by the Socialists, declares thst the present system of Government in France must be aV lished, and deprecates the country be* ing governed by n handful of criminals.
France has intimated to the Bank of England to prepare for the withdrawal of the credit balance in ca3e of enior • gency,
