(]JY ELECTRIC TKLKORAPIt.—CdI'VTUCIIT). Beulix, November 7. In reply to an interviewer, Prince Bismarck denounced the exchange by Germany of the territory in East Africa for Heligoland. The Litter, lie .said, was useless for defence purposes, and would fall ut the first attack. The Emperor is indignant at Prince Bismarck's action, and it is thought probable that his name will be struck off the army roll. London,. November 9, The Berlin correspondent of the Daily Chronicle says it is feared that Prince Bismarck's attitudo will assist the opponents of the Army Bill at the general election.
