WAIPA COUNTY COUNCIL.
The usual monthly meeting of the Waipa I County Council was hold at Ohanpo at 10.30 a.m. on Tuesday. There were present Crß. Lang (Chairman), G. Einch, J. Ander- | son, E. C. Shepherd, A. Smith, J, Ct. Elmsly, E. Exelby, J. li. Teaadale, and H. Kusabs. Mr A. Armstrong, County Engineer was also in attendance. Enginkkh's Rrport.—The engineer made his monthly report as follows :—ln compliance with instructions I advertised for tenders for improving approaches to Havelock bridge. Only one tender was Rent in, which was openei by Councillor Elinsly, the rate being reasonable it was accepted. The tender was from Mr McCnllum and was as follows Excavations, 5d per cubic yard ; sanding, 7s per chain; fencing, 23s per chain. I have further to report that arrangements have been made for clearing the Rukuhia station road swamp drain. The work has been let to Mr Rico at 5s Gd per chain, and the work is being proceeded with. I have taken the levels and prepared a section of a portion of the Te AwamutuOhaupn road, with a view of having the grades improved, tenders for which, with several other works authorised at the last meeting could have been in to-day, had it been possible to know of the alteration in the date of the meeting a few days earlier, but the notice came too late to allow for sufficient time for advertising. The surfacing of several bad pieces of road in various parts of the Mangapiko riding are receiving attention. The survey of the new road between Tuhikaramea and Innisfallen has been completed.— Cr. Elmsly's action in accepting McCallum's tender was approved. —The engineer was instructed to prepare a plan and call for tenders for the bridge on the new Ohaupo-Tuhikaramea road, to be accepted when necessary.

Riding Accounts.—The following statement of riding accounts for the period ending November Bth, 1892, was laid on the table :—Newcastle : Amount of vote, £148 ; total expended to d-ite, £330 6s lid ; overspent, £182 (islid. Tuhikaramea : Amount of vote, £12: total expanded to date, £22 13s 4d ; to expend, £19 Cs Bd. Hamilton : Amount of vote, £128 ; credit balance from previous allocation?, £27 9 s 4d. Pukekura : Amount of vote, £286; total expended to date, £354 12s Id ; over-spent. £68 12s Id. Mangapiko : Amount of vote, £166 ; total expended to date, £49 16s 7d ; to expend, £116 3s sd. R*ngiaohia : Amount of vote, £240; total expended to date, £34125; to expend, £211 Bs.—Expended on bridges and culverts : Newcastle, £198 10s; Hamilton, £55 19s 9d; Pukekura, £378 6s 7d; Mangapiko, £79 3s 2d. —The clerk reported that the county account was £207 13s 4d in credit.
Lot 169, 'IE Rapa.—Messrs Bell Bros, applied for this section being put up for sale under the Rating Act.—The letter was received.
Mrs Edwards' Rates.—The Public Trustee wrote, stating that there were no funds in B. Edwards's intestate estate to pay the rates with ; but as Mrs Edwards lives on the land and does not pay any rent she should pay the rates. The total amount due is £6 4s s|d, of which £4 3s 4d are arrears.—Cr. Elmsly moved that the Clerk take proceedings to recover the rates from Mrs Edwards.—Seconded by Cr. Finch and carried.
County Conference.—The clerk of the Waitemata County Council wrote, asking the payment of £1 10s towards the cost of the County Conference.— The general opinion was that this account had been paid and the clerk was instructs! to look into the matter, and if it had not been paid to pay
lb. Road Closing.—The Tnhikaramea Road Board wrote stating that they had decided to take the necessary steps to close the road as requested by the Council. Kihikihi,—The Kihikihi Town Board wrote asking if the Council would contribute a share of the cost of improving the county road near its junction with Rolles-ton-street. The Board propose to cut down Rolleston-street and put the earth therefrom on the county road in such a manner
as to improve the gradient tip to the top of the hill near the \\esleyan Church. The cost of the work would be about £5 10* and they asked for a contribution of £2 15s.— The Engineer said that as it was allowing the Town Board to deposit earth on the county road which they onnot otherwise get rid of, the Council should not be asked to contribute. —Cr. Finch moved that the clerk reply that permission be granted to deposit the earth on the county road subject to the approval of the engineer but that the Council do not contribute toward the cost. —S.icpnrled.hv Cr. -Smith anrt narnncL. Whatuyhata HiVRit'RdAD. —A second ! petition was presented from 35 residents in Whatawhata urging that the river road be : opened up at once.—The Chairman said he had made enquiries into this matter, and found that the road would be little required, more particularly as regards the steamer, which lands goods wherever required by settlers. From the names which
were to the petition, he thought there were many who had little interest in the matter. He painted out that the approach to the . bridge was under the control of the Raglan County Council, and if the approach included the whole road, the greater portion nf the work was outside the control of the Council. He would like to have a legal opinion of this point. Crs. Anderson and Finch pointed out that the Kngineer and the councillor for the riding had met at the bridge to look into the matter, but not one of the petitioners took sufficient inte- I
rest in the matter as to meet them there. It looked as if the petitioners treated the Council through its representatives with contempt, and were now again trying to force them to do a work in which they tike little interest. Cr. Shepherd had done all in his powor to forward this matter at every meeting at which it had been brought up. Cr. Teasdale moved that the petitioners be referred to the Raglan County Council as having charge of the approaches, and that the Clerk point out to the petitioners that the County Engineer and Cr. Shepherd had attended at the bridge but that they had not been met by any of the petitioner.', Seconded by Cr. Smith and carried. felfppNE'B'S —With reference to this road, Cr. Smith stated that he had inspected the plaoe and instead of taking the road as was proposed under the Publio Works Act, it would, he thought, be as well to make a cheap crossing which could be used for light loads or horse traffic, the cost not to exceed £14 or £15. It was decided that; the Engineer and Chairman visit the place and report. Re-forming.—lt was deoided to call for tenders for the work recommended at last meeting in the Pukekura Riding, near the Cambridge bridge. Sweet Briars.—Cr. Finch moved that a j number of sweet briars on the Paterangi- | Ohaupo Road, from the old mill corner to Myer's corner, be cut down and grubbed out. Seconded by Cr. Kusabs. A lengthy discussion ensued on this question several Councillors pointing out that the precedent was a bad one, and if done in this case the Council would be flooded with requests from every cjistrict in the county.—Cr, Teasdale moved as an amendment that the matter ba left with the adjoining landowners to cut the briars. Seconded by Cr. Elmsly. On the amendment being put it was lost, the voting being, for : Crs. Smith, Exelbv, Teasdale and Elmsly. Against: Crs. Finch, Kusabs, Anderson, Shepherd and Lang. The motion was then put and sarpied unanimously. Several of the coun> cillors then said they would have similar requests to make. Gravelling.—The engineer was instructed to report on the continuation of the gravelling in ICihikihi, and also as to cutting down the bill at the Wesleyan Phupch. This was all the business.
