The compulsory and ppnalty clauses were omitted and the Bill merely assorts the principle. The Stock Tax Bill whs ruled out of order on tho ground that the Customs Duty Bill exempted stock from duty, therefore the question could not again be discussed during the present session.

Although the labour party have not been united arrangements have bnen arrived at whereby a conference of the labour members will be held whenever questions affecting labour legislation erops up.
