Mr Seddon moved the second reading of the Railway Authorisation and Management Bill to authorisu the construction of an extension of tho Te Aro Railway (Wellington), Whang.irei - Kamo - Hellansville northwards and the Otago Central (Wingatire ballast-pit siding.) Tho Bill also proposed to provide for the management, working, and maintenance of the Kaihu Valley Railway. Mr Rolleston said the individual proposals of tho Government with rospect to the public works did not comply with those principles which ought to be observed at the present time and there was no doubt that those proposals involved fresh borrowing for unproductive works. The motion was agreed to and the House rose at 5 p.m., that being the hour fixed for the conferouuo with the Council on the Land Bill. The lbuisc resumed at 7.30. The Hon. Mackenzie moved the second reading of the Education Endowments ai.d Reserves Management and Exchange Bill to authorisu thase reserves being dealt with by the Land Boards of the colony, and to hand over various endowments to the trusts to which they belong. The motion was ugreed to. The Borough Reserves Vesting and Sale Bill was committed, and went through with verbal alterations. Subsequently it was read a third time and passed. Tho Railway Authorities Mauagoment Bill wis taken in Committee, reported without amaiidm-jiit, and put through its final stages. On the motion that the House go into O irnmit.tee. of Supply for the consideration of the I'lstimates, Mr Houston moved an amendment tn thr> effect that no more timber bo imported for railway sleepers. Mr Seddon premised to comply with the proposal by every means in his power, and it was agreod to on tho voices. Mr Rolleston referred to the proceedings in the House on Friday night and Saturday morning last, ami he complained of the action of tho Ministry in keeping members till 8 o'clock in the morning and especially tho failure of the Minister in charge of the Estimates to give information connected with the Public Trust Commission. Mr Uuiness moved a further amendment to going into Committee of Supply to the effect that Sir Julius Vogel should not lie precluded from presenting his claim to the House through the technicality that it was presented within 12 months after tho claim arose, or on tho gronnds of the statute of limitation. Mr Reeves said the Government could not accept tho amendment and it was lost by 41 to 8. (Left sitting.)
