PIAKO BOUNTY COUNCIL V. AUDIT DEPARTMENT,
Thij Piako County Council are again to the tore. The following telegraphic correspondence has taken place between the Piako County Council and members of tho House re the proposed amendment to the Comities Act. On Wednesday the fol lowing message was sent to Colonel Fraser : —" Piako County Council strongly protest against the passing of the Counties Act Amendment Bill, 1891. more especially sections 10 and 13. and the last paragraph of section lOwhich has a retrospective effect. The sections restricting the expenditure of general rates will have a most disastrous effect upon county roads within poor ridii.gs such as Te Aroha and the Amendment generally is injurious to true local Government." Tho same day Colonel Fraser replied "I am opposed to the Bill..Section 10 is dooired, the last paragraph of 19 consequently follows. Section II! suggested by Audit Department, I will endeavourto have the sections enumerated struck out." On Friday the following was received from the lion. A. J. CadmanColonel Fraser has shown ir.e your telegram re your objection to retrospective character of tho last inns in clause 19; I intend to amend it and ain much obliged to you for the sugeestion, if uth<)r.s would frankly point out the weak spots in measures instead of condemning wholesale we should have much better and more workable statutes."
