It is also stated that, merchant vessels were asked to take the shipment, but declined. The insurgents are closing round Valparaiso, which is now severed from communication with tho remainder of President Balmaceda's army at Ooquimbo. Tho insurgent fleet will co-operate in the attack on Valparaiso, and a decisive battle is imminent.
