A boat load of tourists met and cheered the French fleet as it was Folkestone on its way to Portsmouth. The fleet on its arrival off Spithead received a groat ovation from crowds who bad proceeded out in .steamers and yachts. August 20. The Duke of Connanght welcomed the French vessels, and Her Majesty the Queen with Princesses Louise and Beatrice received the visitors at Osborne later in the day. The officers were welcomed by those attached to tbo English fleet. The reception accorded to the French fleet at Spithead bus induced a better tone in the French press, and tho loading newspapers consider tlmt Lord Salisbury is endeavouring to demonstrate that England is free from political ties.
