GENERAL OUTLOOK.

At a banquet at i.lie Mansion House the Marquis of Salisbury said the prediction that Ireland needed a resolute Government had been fulfilled, and he asserted that it was owing'to England being at the back of Ireland that a famine bad been averted in that country. Referring to European politics, he said they were never so tranquil as at present. Lgypt aud Bulgaria were rapidly developing, which promised to solve the Eastern question, and he knew of nothing, unless it were treaties, calculated to menace the world's peace. July MO. In the course of his remarks at the Mansion llouso, the Marquis of Salisbury stated that the Imperial _ Government had been pressed to insist on compulsory arbitration 011 the Chilian revolution, and the reform of the Argentine Republic finance, but they were not disposed to encroach on the functions of Providence. The Government, he declared, would only defend and assert British interests ; they would not meddle in other's quarrels, aud at the present time tlio allies of Groat Britain all desired peace and good will.
