Washington', December H. Mu William AVindo.v. Secretary of the Treasury, declares that durinsr his tenure"of office lie hus circulated ono hundred million silver dollars without effect, and ho hits refused to pemit the Treasury to become bankrupt. LONDON, December 9.
A panic has taken place on the New York Stock Exchange, and several large failures are announced. Commercial paper bus been refused on all sides, and an attempt made to rely on currency alone. The Government propose to issue twenty million dollars worth of 2 per' cent, bonds. Now York in drawing half-a-million of gold from the Bank of England and one million from the Bank of France.
