Some sensation has been caused in the lobbies by the telegram sent by Mr Joyce yesterday, to the Secretary of tho Wharflabourers' Union at Lyttelton, and many members, both Union and Opposition regard it as n gross broach of privileges of the House. Tho telegram was as follows : — " Sir (xeorge. Grey and others think with me that wh shall commit a grave blunder to allow Parliament to terminate next week before the strike terminates, but 1 dare not stouuwall without your direction. Kindly advise. A PKRTINKNT QUESTION. Mr Joyce's extraordinary action is to bo brought before tho Houso to-morrow by Mr Tunner, who intends to ask the member for Lyttelton (Mr Joyce) if it is true, us stated in the New Zealand Times, that he telegraphed to Mr Harrington, secretary to the Wharf Labourers' Union at Lyttelton asking for his "litrection," and whether, in response to his appeal, he has been " kindly advised" by that gentleman to "stonewall'' the proceedings of tho House. THK LABOUR 151LLS. I wired you over a month ago that there was little clmnce of the Labor Bil(s passing the Legislative Council, and my predictions have already been verified as regards two of these measures. The Council has rejected the Truck Bill am] has actually thrown out the Employers' Liability Bill twico this session. On tho first occasion it was rejected by twelve votes to ten hut ;it tho second reading was merely lost on a division, and no motion being made for reading the Bill throe or >ix months hence the Government were, able to reinstate the measure so us to give it another chance. To-day, however, the Council very ominously tlnow out the hill a second tiuio by fourteen votes to nine. Another of tho 'labour Bilk the Shipping and Seaman's Act Amendment Bill had a narrow chance of sharing tho same fate, and it is highly probable that tho Factories and Shops Bills will also be strangled.
