WAIKATO COUNTY COUNCIL

Thk usual monthly meeting of the Waikato County Council was held in the Council Chambers, Hamilton East, at 2.30 p.m. yesterday. Or. Primrose presided, and Crs. Seddon, Barugh, Johnson and Forrest were also present. The minutes of the last meeting were confirmed, and the outward correspondence read and adopted. Burton's Road.— The agent for Colonel Burton wrote, stating that Colonel Burton had inspected the road and found that it had not been fascined. and was therefore impassable in tho winter time, when it would be most used. As soon a.s f.he road was properly formed he would soi.d a cheque. BuiDfii:.— Mr G. Waugh stated he had bought sumo land near Huntly, through which tho Kimihia Creek flows, and he requested the Council to build a bridge across the creek, as ho could not get to a portion \pf his property. The letter was received. Railway Commissioners.— Tho Piako County Council wrote, intimating that they would co-operate with the Council in their actions re interviewing the Commissioners, and Messrs Brunskill and Williams were appointed delegates. Tr.AunoX K.NtiINKS.— The Piako County Council wrote, stiting thai as it wis impracticable to pass a joint by-law controlling the traffic of thesj engines fur tho three counties, they hud decided to pass a by-law on their own account on the sama linos as the ono proposed ac the meeting of delegates. They asked that the Council should also pass a similar by-law. Narrows Biirnr.rc.—A letter was received from the Surveyor-General, requesting ihat the Council pay £1 ISs (id, the cost of advertising the vesting of the Narrows Bridge in tho county.

Exr.iNKKii's Rei'OKT. —The engineer reported as follows :—To the Chairman Waikato County Council : Sir,—l have to report as follows:—Re Waugh's application for a road over a swamp I find that the socalled swamp is really the Kimihia creek and woidd necessitate a pile bridge of 12 or 15 feet spun and an embankment (heavy) over a chain in length. You will understand that as this creek is the only outlet from a large, lake the work must necessarily be, heavy. 1 notice that tho owner of Section No'. 2fi, Parish of Taupiri (Houlihan I think is his name), is fencing in the road to Matahura running through said section only half si chain (or less) wide. This should bo stopped, as in a short time this road will probably be formed when tho full width will be required. I find that the pipes on the Ringiriri Station road have not been put in as ordered and the work cinnnt now be done, to advantage until tho floods abate. Meantime the, culvert should be. carefully watched as it certainly is not safe. 1 have, inspected Mr Selwond's road and bridge. The present bridge is on private land. Tho now one, when built should be put on the rood way below the present emssincr. The road from the river bank going inland is simply ununited for any sort of traffic whats-iever, and is so laid out that a good grade cannot possibly bo made at all. It could bo made fit for sledge tnftic down t> the river at a small cost, but to take anything lika a load up would bo out of the question. The road from Rangiriri to Churchill is very bad near Thomson's pah. The hill-side has slipped into the draiu, dammiug up tho water and rendering the road impassable for wheeled traffic. Nothing but fascines or metal will ever keep it good in winter. I have laid olf tho road deviation at Mat ihura and got a fair road line. The length of the deviation is over one and-a-half miles. I have also re-surveyed tho road running up tho Matahura valley as I found thai; it was in a very different place from that usually sup- \ posed, mid that all the, present fences »n: out of position. Two pipes (18-im:h) washed out of a drain on the Churchill road have been smashed, I feel sure purposely.— Yours faithfully.— T. G. Sandiw. Skx wood's BltUKiu.—The Engineer was instructed to call for tenders for this bridge, and for improvements on the road. Matahuka Bitinurc. —Tho following tenders wore received for,the bridge and culvert at Matahura ;—Hubbard and .Milne, £54 17s Bd, earthwork, 7d per yard ; W. Thompson, £(57 0s and 7d per yard ; and J. R. Hill, £153 and 7d per yard. The tender of Messrs Hubbu-d and Milne w.is accepted. Mkiikmkuk Blttix;n.—C'r. Johnson stitjd ho had had some repairs done to the Moremore bridge on the river road at a eos!, of £2 10s. Ho stated that he was nfrai .1 the, bridge would not last much longer. 1

..■•"'Waikato Hospitat..— Cr. Fonv.-t drew attention to tln>, extravagant mana'ionient of the Waikato Hospital. He refer.o<l (■> a table drawn up by Mr Jan. Hally from tho report by the Inspector of Hospitals, comparing the cost of various hospitals in the colony. He moved that this Council i< of opinion that the working of tho "W'.iiknti) Hospital is expensive (compared with other district hospitals of about the same size). We therefore wish our representatives to tho|Board to ask for an inquiry, so as to devise means for a more economical management.—Seconded by Cr. Johnson.— The Chairman said that the statement* made by Mr Hally camo in very bad p.s ho had sat as a member of tho Hoard, and had not then complained against tho expensive working, but at each meeting he had drawn his l~n for travelling expenses.—Cr. Seddon said that to compare tho Waikat i Hospitd with the others, as represented, it should lir.<t bo ascertained whether the cases arc parallel, and ho maintained thit they were not. The statement was,lie said, misleading, and it would be proved by Dr. McGregor, if it were referred t-i him, thai the cases were not parallel. — Cr. Forrest said ho had not m >vod t.'lis motion in opposition but 1,.", streii-j----then tho hands of the representatives and if the statements were not correct, the enquiry would sot the matter right.—Or. Barugh said he was in favour of tho whole of the dn'jt.iir's services being retained by tho Hospital, and he Lhonorht that the foes received from private p.ai.'iit* consulting him at the Hospital would make up for an increase in his salary.—The motion was then put and lost, the voting being, for: Crs. Forrest and Johnson; against-., the Chairman, and Crs. Seddon and Banish. — The Chairman nnd Cr. Seddon said that had tho motion been carried they would have resigned as representative of tho Board. —Or. Forrest, as representing Cambridge, slid that it was the opinion of his district that the two representatives on the Board should not be Hamilton men, but that Cambridge should be represented.—The Chairman said that as the representatives were elected by the whole Council, one distiiet was represented equally with any other, aad in comparison with the contributions made to tho Hospital, Kirikirhoa (.tl I!)) was more entitled to two representatives than Cambiidgo (t'7o)toon3. In his public capacity he quite forgot the tact that the county was . divided into ridings at all. \ Bruck'h Cui.vicin , . — (Jr. Johnson was authorised to have a culvert put in on tho Wnirangi Koad in front of Mr Bruce's house. Account.—Tho following payments were authorised :—Johnson, ill ids ; Forrest, 10s ; Birss, £2 Os Nd; Wilson and Morton, £1. 10s ; salary, £12 10s. This concluded the business.
