HAMILTON BOROUGH COUNCIL.
Extraordinary Proceedings. A special meeting of the Borough Council was held last evening for the purpose of considering the report of the Inspector of Nuisances read at the last meeting of the Council. Present: Crs. Tippen, Knox, Wood, Missen, Bell, von Stunner and Jones. —Cr. Tippen moved that Cr. von Stunner take the chair. Seconded by Cr. Knox and carried. Rm'OltT.—The Inspector of Nuisances read tho report as presented at the last meeting] with the following addendum : — Since this report was made I have found a nuisance existing, caused by the excavation made in a shop in Victoria-street, and the earth being deposited in Mr Elliott's premises. Mr Elliott informs me be took it for the purpose of m ixing it with his garden soil, and I now ask instructions. Cr. Knox said that the action of this person was one that should be stopped at once, and it was now time that the sickness which has been known to exist in this block where these excavations are being made should be eradicated, and he would move that this Council resolve itself into a local Board of Health. Seconded by Or. Tippen. Cr. Tippen asked if the Inspector of Nuisances had inspected any other places except where tho sickness was complained of. The Inspector : No. Cr. Tippen : Why ? Inspector replied : The many ofHces in which lie was employed called for his presence at the Borough offices, and ho could not be expected to visit all parts, but as soon as he heard of any nuisance in any part of the Borough, he at once visited that part and reported the matter to the Council. The Chairman then read the powers that would devolve upon them as a Board of Health, and he suggested that they form a Board of Health, elect a Medical Officer, Sanitary Inspector, and a legal adviser, also that they appoint a committee to draw up by-laws to be submitted at a future meeting. Cr. Knox's motion was then put and carried. y Mr Salmon here took his seat. On the successive motions of Cr. Knox, it was resolved to appoint !)r Kenny MediOlHcer, Mr (jelling Sanitary Inspector with Mr \V. Peacock as Assistant-Inspector, and Crs. Jones, \on Stunner, Tippen, Miss ;n, and the .Mayor, a committee to consult Mr O'Neil, and draw up by-laws. Mr Salmon moved that tho Sanitary Inspector lia I'-j all the human remains that have l'Hic.i l. ik-jn o'lt ui the recent excavations in Vie'o.m-street, that can be i collected, decently re-interred in the Hamilton West Ceiiielry. Seconded by Mr Kno.x and carried. Cr. Knox moved that the Secretary instruct the Medical Officer to visit the old Maori burying ground in Victoria-street, and report on its sanitary condition before next Friday. Seconded by Mr Bell. Mr Jones moved as an amendment that tho Secretary instruct the Medical Officer to visit the places where typhoid is reputed, to exist and report on their sanitary condition. Seconded by Mr Wood. The amendment was put and lost, the voting being Eor : Messrs Jones, Wood and Missen. Against: The Chairman, Messrs Knox, Tippen. Cell and Salmon. The resolution was then put and carried, the voting being vice versa. Mr Knox moved that the Sanitaiy Inspector notify Mr Elliott to bury the earth taken from the excavations in Victoriastreet to-morro\v (i.e. to-day), the work to be done to the satisfaction of the Sanitary Inspector. Seconded by Mr Salmon, and carried. This concluded the business.
