BOULANGER'S OPINION. (BT ELECTRIC fKLEGRAFH.— COPYRIGHT). Paws, November 4. The European press is much agitated at the speech recently delivered by General Boulanger, in which he spoke in slighting terms of the Emperor William's recent visits to the various royal courts of Europe, characterising the tour as an empty pageant, to which an absurd measure of importance has been attached, but which France had regarded for what it was worth.
