London, April 16. The Rev. Price Hughes, the popular London preacher, is conducting a crusado against the licensing clauses of the Local Government Bill, which provide for the administration of the licensing laws by the local Councils, and compensation for licenses in cases where the number is reduced. He regards these as the deadliest proposals ever made, contending that they endow the liquor traffic with a vested interest that is accorded no other class of business. He contends that the local option clauses are a simple mockery, and that the idea of giving compensation for licenses, whose existence was a prime factor in making the country poor, was iniquitous. With regard to the proposal to surrender to the local authorities a portion of the fees received from licenses, he argued that it would simply give the ratepayers an interest to increase the number of licenses. The warship Caroline has arrived from Honolulu. She reports planting the British flag on Fanin, Christmas, and Penhryr. Islands, recently annexed by Great Britain.
