SPEECH UY SIR M. JIICKSBEACII. (UNITED PRESS ASSOCIATION.) (By Electric Tm.kuiui'h—Copykksht.) London", January 18. Bnt. Michael Hicks-Beach, speaking at Clrilton, said that Ireland must be first convinced that the supremacy of the British Parliament must be maintained, and then the Government must consider the Irish problem with boldness and sympathy. He favoured the adoption of a system of local government when order had been restored, and the placing of members on an equality with those of Scotland in setting local affairs. He also expressed his willingness to reenter the- Cabinet whenever he was required. The British Government have urged the Pope to disavow sympathy with Mr PariK-ill, and to reprobate the League, The Pope in reply has advised the Government to exercise patience, and trusts that ■i more satisfactory slate of aflkirs will soon lie arrived at. The Cabinet will .submit a "Bill for the reform of county government next session. Dublin, January IS, Five artisans in County Kerry, havo been sentenced to three month's imprisonment, on a charge of boycotting.
