(BY TELEGRAPH.-COPYRIGHT.) [reuter's telegrams.! Berlin, April 29. It is announced that the Emperor has ordered the release of Sehnabell, the French Commissary, recently arrested on a charge of treason. A Press Association message says :—lt is alleged that Schnaebell obtained plans of the forts at Strasburg, Metz, and Mayence. Parts, April 30. Schnaebell, French Commissioner, who was released from Metz by the Emperor of Germany's orders, arrived in Paris to-day, and met with an ovation from the crowd.
