The bill piovidcs that the Council is to consist of a number equal to half of the House of Representatives, the members of the Council at p,i«sing of tho act to be members undei existing appointments ; nvc iiiembeti of the (Jener.il Assembly may nominate a candidate for the Council whcrcvei a \<ic<incy occum, or any peisoii of age, and the subject of the '2uccn may be nominated ; election to bo by ballet of members of the (Jeneial Assembly ; the election must take place during the session ; if the vacancy is not filled up within 12 months, the (Imeminent can nominate ; an appeal is given t<> the I*i ivy Council ; whenevei a bill passed by Council has bei'n rejected by the House, the bill may on lequest of the Council be submitted to the House and the Council sitting as one Legi-lative body, and \icc u'is.i ; if «i m.ijonty comprising half of tho nii'inber.s of the Legislative bi>dy vote in favom of tlie bill, it shall be deemed to be passed. Nothing in the act is to affect the Appropiiation Act. Very iinpoitant provision is mule enabling the Council if an Appiopii.it ion Act contains matter outside the estimates pieviously submitted to the House to tiausmit a message to the House icqueiting that such extraneous matter may be dealt with by a separate bill. If (he House assents, the bill is then to be parsed by tho Council ; it the House iefuse, the disputed point is to be iifeued to the Legislative body, ,{,]\d its tletci iuin.it ion shall be final, and the Count il shall then pass the \ppiopiution Kill without amendment The (lo\ eminent may appoint any person appointed to the Kvocuti\o Council a Aletnbei of the Council.
