Russia and Bulgaria. Br. Pktersbuk'?, September 25. The Journal at St. Petersburg, in its issue to-day, states that the Kii&sian Government disapproves of the Ministry recently appointed by Prince Alexander, of Bultj.uia, under the new constitution. The same journal also published information from Sofia, that the two new ministers, Eobnlouff and Kaulbor, have already re* signed in consequence of their fearing that dangerous measures have to be proposed by the Government.
