Received October 18, 1.10 p.m. The Basuto Difficulty. Capetown, October 16. It is announced that the Cape Government has decided to withdraw from Basutoland.
" The Times" on Arabi. London, October 17. The Time to-day states that unless the Egyptian Government agree to accord Arabi a fair trial and allow him the ser\ices of English counsel, the Jjritish Government will demand that Arabi should be handed over to the custody of the British authorities.
Frozen Meat. London, October 17. The portion of the cargo per Chiniborazo shipped at Melbourne, consisting of 1,893 carcases sheep, has been examined and found to be in excellent condition. The Sydney portion, 2700 carcases, has not yet been opened up.
