LAST NIGHT'S SITTING.
SUPPLY. On the motion for going into supply, Mr Dargaville, as an independent member, proceeded to discuss the financial statement. He held that the socalled sinking fund of upwards of two millions was a delusion, as it existed only .in proper. He held that the country lost from £8,000 to £12,000 a year by unnecessary interest on Treasury bills. He objected strongly to the proposal to borrow a quarter of a million from the people of the colony on ; Government debentures. He also oom- ■^ plained, of, the incidence of the property T ,stax as calculated to drive capital out of / the colony, In estimating the railway |U profits at 4 per cent, he did .not think a " Sue Allowance had been made for'deterior- . ■ ation. Hjf. condemned the lonn pro-
posals as inviting a scramble which had already commenced. We were running the risk of another rebuff on the London markets. Last time we' went there the colony was insulted. He urged strongly that the question of a new loan should be
left over to next year. Mr Montgomery insisted that the fublic Works Statement and local government proposals should be brought down at au early date, and before a discussion of general policy took place. Mr Seddon, in a long speech, moved a resolution affirming the desirability of Government introducing a bill to fix the payment of members of the House. Mr Fish seconded, in a lengthy speechMr Bkyce thought the principle of paying members had already been considered, and Government were not at all opposed to that principle. It was a safeguard against class representation. Government would not agree that the amount fixed should be more than at present paid. He thought the payment of members of both Chambers should be fixed.
