ENGLISH PARLIAMENTARY. (BY CABLE.) London, February 13.
In the House of Commons to-day, Sir Charles Dilke, the Under Secretary for Foreign Affairs, in reply to a question, stated that the recent visit of the Right Hon. J. N. Goschen to Berlin was purely personal and private, and was not in any way one of a diplomatic character. It is rumoured that Mr Gladstone in^ tends to make the proposed introduction of the cloture into the House of Commons a Cabinet question.
