The public throughout the Empire is indignant at the proposals of the Porte for the settlement of the Montenegrin and Greek questions, and the Continental Press generally express extreme disapproval of the same. The leading French journals urge prompt action against Turk ey to secure settlement of difficulties, and are awaiting proposals from England before taking any steps. In some quarters blockade of Turkish ports is suggested as means of coercion towards the Porte. The Czar's new steamer, Lividia, has sailed from Glasgow. In view of the state of affairs in Ireland the barracks at various towns in West Ireland are being prepared to receive further complements of troops from England. Owing to heavy rain storms serious floods have occurred in the Midland Counties, England.
