Clause o provides that the inhabitants of any loeihty not constituted, a-Bqr,ough, vtfhcieiu 'there are not"" less than fitty householders dnd not sufficient to coneti- , tnte a borough under the Mtmidipal ' Corporations Act, may apply by petition to the Governor, praying that such locality ma\£be co'nefcitutQ.d' a'TdWnD&trict, under the Act ;. the area. of .such locality c not to exceed two 'square miles' fvohi any other. The petition .must have ,t;he d ( uLy . attested signatures of at least' t\vo-lhirds' of the resident householders, and-oji the receipt of 'sneh. petition the Governor 'may' by proclamation fr-ing* such locality under ' the provisions of the Act, reserving the right to alter or amend the boundaries. Any district brought under the Act shall , cease to be*a part of any road district in>' which i]b ; waa , before included, but shall still form ,part of the fjounty. The districts separated shall apportion between them the assets and liabilities of the distiict in which both were included, . provision being made _in the interests of creditors to such districts. The Boards of Commissioners shall consist of not more than .seven and not less than five members each, and every such board shall be a corporation, with perpetual tfu&ceßsion and a common mmil. They shall hold office for two ye.ir.s, and cvmy ratepayer . ih.ili be eligible for election the fiisL year: an annual renial of not less than £10 to be thereafter the qualification. Every, person whose n£.rae shall appear on toe electoral roll for any riding- of the County witUin- which the disiuiot is included, aqd who shall own or occupy propeity situated within the district, "shall be entitled to vote at the first; and at any other election of Commissioners, prior to any rate being levied under' the Act; but after any rate shall have been so levied, only the rate- ' payers of the di %trict shall vote. Electors will vote according to the following^ scale : — If the rateable property is under £-30, one vote ; over £<X) and under £100, two votes; over £100 an 4 under t'loO, three votes; over £1.30 and under £330, four votes ; £350 #,nd upwards, ;nVe votes. The elections: are to be conducted under the Regulation? of Local Elections Act 187<J, arid provision made for filliujr vacancies &c. The Board shall have power t<> make the necessary regulations for the conduct of its "business find shall elect its own chairman who shall hold office for the full term of two years*. Cause 31 contains certain provision reg.uding the conduct of the Board Mceti.igs. Clause 33 provides that the Boaid shall have no control over auy m an road, or any county road travoi'Mn<j or lying wit in the town district. Subject to this section the Board shrill have all the powers coufeired upon aß' rough Council by the provisions contained in part xi of the Municipal Corporations '\ct, 1576, or any enactment amending 1 iho same. The Boaid may also contract for lighting the 6tieets ; and within its limits and jurisdiction shall be the Local Board of Health. Every Board shall have the powers granted to a Borough Council by any enactment rclafiug to auctmneers. Cattle tresp is?, cemeteries, dog nuisanc, fencing-, file pi mention, l'coiibing publicans, municipal police, public pounds, roads or highways, and any other matter of social cfonomy. The Board .shall also have poA\ci to make by-Lvws. The Boaid may levy a iato at least over a year, and from time to time, as it thinko lit, but the total amount of f uch ' rates for any' one year sh ill not exceed one shilling m the £ on toe rateable value. Before making any such rate the Board must prepare an estimate of the proposed expenditure to be publicly notiiied at least seven days before making the proposed rate. For any special work m a particular part ot the district, a separate rate may be made on that poition, but the total amount of such separate rates must not exceed a shilling m the £, and siioh sejmrate rates can only be made on the petition of at leotot half the ratepayer*, in such particular poi tion of the district. The Board shall appoint a Treasurer, and the accounts shall be audited by auditors, appointed by the Governor. Notluug in thus Act shall preclude householderirom petitioning that the district shall be constituted a Borough, and town districts may be dissolved m the same way as boroughs. The Clerk or Tieasnrcr is empowcied to represent the Board in any legal proceedings. "When a Bond shall ha\c been established under the Act in any district, the proA i^>ions ot all Acts oi Provincial Oidinancos i elating to loads oi highways .shall cease to apply to the land conipiised in such district, and to the owner* and occupieis of land therein; and the ratepayers within such distiict shall cease to \ ote at any meeting summoned under the pioMsions of the last mentioned Acts or Ordinances in respect of land "\\ itlim such district. Every Pro- \ mcial Oidm nice i elating to the incorporation ot the inhabitants of any locality shall, as soon as such locality is declared to bt, a town distiict undoi the Act, be lepcaled in so frtr as such Ordinance ailects the said locality. The schedules enumerate a number of places in the ProMiicial distiicts of Wellington and Taranaki proposed to be brought under the Act, together with a list of the Ordinances referring to the same.
