BOROUGH IMPROVEMENTS.

TO THE EDITOR. Sir, — The Borough Council, instead of simply forming Richmond-street, ought to have the whole of the redoubt reserve hill removed and the low-lying part of the Borough at the back raised with a gradual slope to Councillors' houses on the hill, thereby affording them an uninterrupted view, besides in a great measure romoving any engineering difficulties when a general system of drainage comes to be considered ; to say nothing of affording a certain amount of pleasure to residents on the east side, or suburbs of the Borough, by enabling them to see how and where their money is being expended, without paying a tax to look at the improvements. Of course a great public work of this kind should not be undertaken until all the streets are formed and metalled. To do the latter cheaply, as economy appears to be the order of the day, the Council ought to at once secure Cumming's bone mill now advertised for sale, place it on their lately acquired property, get the steam engine, &c, that is supposed to be a part of the £400 consideration from Te Awa-

mutu, plenty of the raw material at Taupiri, and encourage local industry by haviug the stone broken on the spot. It is perfectly absurd that our streets, especially those in the vicinity of Councillors' residences, should be finished off with nothing better than very indifferent gravel. It is a noteworthy fact and worthy of all commendation that one of our Councillors may be seen hard at work on a street of no use to anyone but himself and another Councillor not beyond price. Of course his services must be gratuitous, as there are penalties for being interested in any works under control of the Council. It is a pity there are Hot a good few more of the Councillors who would work for the Borough so disinterestedly. More work and less talk should be the motto. — I am, &c, Vkbitas.
