Russian and Chinese Relations. St. Petersburg, April 3.
April The relations between Russia and China are considered as being very critical, the latter having declined *a ratification of the treaty releasing Russia from restoring Kuldja. A report is ciaculated that the Chinese troops have crossed the River Amoor, thereby constituting open hostility to Russia.
