Prince Alexander Lieven, one of the most celebrated officers in the Russian Navy, has published a pamphlet alleging that the navy is destitute of discipline and esprit de corps. He declares that the crews and not the officers are the real commanders. After hearing an address at Leeds by New South Wales emigration agents, shipping agents from all parts of the Kingdom undertook to secure as many rural settlers as New South Wales was prepared to grant assisted passages to. They expressed a hope that the other States would follow the New South Wales policy.
