Until its labours are finished, no dsiinito statement as to its conclusions, will be made public. It is understood that an endeavour will bo made to assimilate practice aud rates throughout New Zealand. The subject of rates is to be dealt with, more with a How to fixing suitable rates for the various classes of risks, than with any desire to plnco them on an excessive scale,
