[ United Press Association.] (By Electric Telegraph.—Copyright). ANEW ORDER, (Received February 22, 10.15 a.m.) London, February 21. It is believed that the Queen has formally sanctioned an Order of Merit to be conferred on literary men of distinction within the British Empire. The order will be divided into three classes, the highest grade will bo confined to twenty-four members, the second to a huudred, and the third to two hundred and fifty.
