n Licencing Point. (By Telegraph.-Pross Association) WeliLikotox, Tuesday. In the Appeal Court, the'case McKcnzie v. Hogg, is being argued. This is an appeal from Judge Williams' decision in the Clutha Licensing case. Tho question involved is whether section 14 of tho Alcoholic Liquors' Sales Control Bill of 189 , applies to wholesale licenses and prevents issue of any new wholesale licenses, except upon an increase of population in any district, which is mentioned in the section. The poll at Clutha was against tho granting of any publicans' licenses, and therefore application was made to Mr Hawkins, S.M., as Chairman of the Committee there for wholesale licenses in the district, there previously having been no wholesale licenses. Hograntcd the application, and proceedings were taken to obtain a writ of certiorari, to quash tho licenses. Judge Williams granted the writ, holding that section 14 applies; Ilcnce the appeal,
