In this direction, certainly, prohibitive legislation does lessen the liberty of the subject to minder his fellow. Would you condemn the law as a fetter on tho liberty of the subject on that account? I think, Sir, that it will bo conceded that the laws which govern society which proclaim—"Thou ShaltNot"—in essence, if not in words, are prohibitive. Further on, you admit ihat prohibition would be attendod with immense good to the community, but still regard it as a fetter and a wrong remedy, Here I fail to understand your argument, unless prohibition can bo both bad and good at the samo time,—l am, etc. Thos, Bayliss, Eketahuua, 3rd Juno, [Wo deprecated prohibitive legislation for inoffensivo people,not for erimi-nuls.-ED.
