At the IVs'ul Conference to-day tho motion of tho Hon, J, 6. Ward (Now Zealand) with reference to a second cable rout via the Pacific to Vancouver, was carried, At the Po.itul Conference, resolution proposed by Mr Ward affirming that il is dtsiiabloto enter into ne gotta; ions for a Canadini-I'acilic Postal Service was agreed to unanimously ; also ono regretting the non-participntion by tho United States in the subsidy 10 tho San Francisco 'mail, and asking for more favourable terms in comuction with transit nUts for mails betwwm San Francisco and New Yorl;; and, further, directing that a communication be accordingly pent to Washington on tlie mutter.
Mr Ward strongly opposed a resolution to charge cypher messages from New Zoahuid doublo rates, in conformity with tho system in operation in Australia. The resolution was rejected. A resolution moved by Mr Ward, that the next Conference bo held in New Zealand in 1894, was carried.
At the Postal Conference, Mr Todd, head of tho South Australian Telegraph Department, moved that the zone hour system be adopted in a modified form throughout Australia, namely, nine hours east of Gtccawich. This was agreed to.
The report fiom tho heads of departments recommended that the rates on newspapers sent to the United Kingdom from Ist July next should be fid for *loz, and $d for every additional 2oz; that negotiations bo opened with the United Stales urging the establishment ot a parcels post with that country; and that all men-. sa«es despatched on Sunday should ho chargod double tho ordinary rales, ex ■ cept cable press messages. It was mentioned thatNcw Zealand assented except as regards press messages. The report stated, with regard to tho adoption of reduced postage from the United Kingdom, that it was not desirable to make any recommendation beyond poiniing out that such a step would involve considerable loss to the revenue. Tho report was adopted,
The general opinion of tho representatives is that the Imperial Penny Postage is impossible at present. The Conference has closed, and Mr Ward ltitfor Sydney to-day.
