He objected to tho Irish members having a deciding voice in tho formation of the British Cabinet, and also to their deciding upon measures submitted to tho Imperial Parliament. Mr Gladstono, in replying, declined to introduced tho Land Bill until tho Home Pule Bill was passed. Meantime tlie land laws would follow the present course. Custom dues would bo levied and collected by tho Imperial officials, exercise duties by the Irish officials. The Duko of Devonshire, speaking at a banquet in the City, said the Hotuo Rule Bill failed to meet the Unionist objections regarding tbe supremacy of the Imperial Parliament and the protection of Ulster. He characterised it as a mougrel Bill, creating confusion and settling nothing, If the measure passed tbe House of Commons it should certainly be referred to the country. Sydney, February IG. The Premier has sent a communication to the Australian Governments asking their assistance in securing an Imperial zollverein, Si, PETEitsnunG, February 15. A terrible tragedy is reported from Mogiloff, where a Jewess, her son, and three daughters, were literally hacked to pieces. The outrage is attributed to hatred of tho raco, Calcutta, Februury 15. The Ameer of Afghanistan is ill, and will be unablo to meet Lord Roberts.
