MULTUM IN PAEVO, ' The Licensed Victuallers' Compensation Bill, which it is expected will evoke a fierce debate, is piloted by Mr Lawry and is an "Act to provide for compensation for those suffering without fault from the non-renewal of publicans' license." The payment of fees has been already set forth in the Press. The important clause is No, 8, which is as follows j—e There shall bo payable out of the fund reasonable copipensatiop in respect of the loss which may be provpd to have been sustained by person who, at or after the ooming into operation, heingthe holderofa publican's lioense, shall be refused a renewal thereof on the ground that the house is not wanted in the neighbourhood, or some equivalent ground, but not on any of the other grounds mentioned iu section eighty-one of the said Act, nor for any ground of forfeiture. Such compensation shall be ascertained by the Court hereinafter constituted on the footing of the license so refused being dewed to be a Ijcense apnpally renewable for a reasonable period, to be determined by tho Court in its I discretion according to the circumstances of each case." It also provides that all persona affected by refusal of license shall receive compensation,
