Mr Seddon met with a good reception, and in tho courso of \ his address referred to the reticence of , the Opposition, that while opposing . theGovernmanttaxationproposalsand stating tlioy drove away capital and prevented the settlement of land and improvements, they had not dared to say they would re-introduce the Pro* psrty Tax, neither had- they hinted that they would oppose the acquisition of land for settlement, The only ** part of their policy so far disclosed was that they would insist oil tha dual vote and the representation of property. He claimed that the - graduated tax would compel improve- . ments, the sub-division of estates, and a smooth way for the acquisition of lands for settleuielit on the payment of fair compensation. Mr/Sffdon dealt at length with the co-operative system and its advantages, and re« femd strongly to the opposition of ' the Upper House to the' Land for Settlement Bill. A Vote of confidence in the Ministry was accorded,
