It is officially announced that work on the Panama Canal cannot be resumed unless the Government assists. Ten thousand colliers in the North of France have struck for increased wages. Gendarmes are patrolling the districts affected.

Five thousand nore miners have struck. Several conflicts with gendarmes have taken place. Washington, November 16.
At a Salvation Army meeting in Omaha a woman shot another woman, a captain in the Army, and then committed suicide. The motive was jealousy. New York, November 16. Memorial services on a vast scale have been held in honour of the late Mr Parnell. Major M'Kinley and other notables, including Mr Chauncey Depew, delivered eulogistio addresses. The Anarchists are increasing in activity, and are threatening the police. Ottawa, November 17. The Canadi&n Government is persisting with the attempt to institute a mail service between Australia and Vancouver. It is reported that the Government of the Dominion will offer a subsidy of 1,00.0,000 dollars for a fast line of steamers between Canada and England. Rio de Janeiro, November 16.
Senor Castillo, the Governor of Bio Grande, has resigued. One third of the navy is in iavour of General Fonseca, one third inclines to the insurgents, and the remainder are neutral.
The insurgent Junta threatens to depose the Dictator and calls on the electors to appoint a successor. The officials in the city assert that the outbreak in Rio Grande is due to local causes, and nothing to do with Fonseca's actions.
The rebels have captured St. Aque. General Fonseca has garrisoned the capital. Buenos Aybbs, November 16.
Seventy thousand troops are under arms, and an order has been issued by President Pellegrini to arrest those who are suspected of intention to rebel.
A tornado in the Argentine killed and wounded seventy people. Buenos Ayres, November 17.
The Budget shows a small surplus, but the Minister for Finance states that the Argentine is at present un able to resume payment of the national debt. The value of the .wool crop is estimated at 6,000,000 sterling.
