THE CONSTITUTIONAL MACHINERY.

It is reported that tho Select Committee of the National Convention, appointed to consider the constitutional machinery, will propose that the Senate should consist of from 40 to 50 members, about seven representing each colony, to be chosen by the respective Parliaments, and elected for six years ; that the popular Chamber consist of one representative for every 30,000 of inhabitants, and be elected for three years. Special provision is, however, to ho made in cases such as Western Australia by fixing the minimum number of members at a certain figure. It was decided ;o utilise the present elective machinery. Sir Geo. Grey endeavored to obtain recognition of the one man one vote system, but without any result. It was further decided that members of the Executive may sit iu Parliament, but shall not be co mpelled to go before their constituents to be re-elected when accepting a seat in the Cabinet. The name of the Lower House is to be changed to the Federal Assembly, It is understood that tho Victorian tariff will be the tariff, and to be against the world,
